The Eighth Hokage in Naruto is chosen to be Shikamaru Nara. The reason was that after Naruto was kidnapped and sealed away the village was under great chaos, so it was decided that until his return Shikamru would be the Hokage to maintain peace in the village. This happened in Boruto manga chapter 81.

It’s hard to say who is the father of Minato Namikaze since there was no mention in the series. However, different online resources suggest it’s Dan Kato.
Yes, Hiruzen did care for Naruto, but not like he should’ve. Given that Kushina and Minato entrusted Naruto to him, he could have taken better care of him. Naruto was often seen alone and there were times when he used to cry as he had no money for food.
